The Kremlin's policy of sending hundreds of thousands of Russians to war, including many prisoners, with little or no training or equipment has had disastrous effects.

Upon their return, many soldiers commit violent crimes. The country is said to suffer from a severe shortage of psychologists trained to treat post-traumatic stress disorder.

The Russian authorities have been reluctant to criticise these veterans, Putin calling on them to become the country's "new elite". But according to a survey published by Meduza, the president's team is well aware of the risks posed by the returnees and fears that Russian society isn't ready to accept them.
The Kremlin believes that the return of Russian soldiers from Ukraine will be the "greatest political and social risk factor" for the country during Mr. Putin's current term, said Sergey Kiriyenko, a prominent member of the Kremlin's internal policy group and former head of the government of the Russian Federation.
