The European Commission plans to adopt a report recommending that member states stockpile food, medicine, water, and batteries in order to survive for 72 hours without external assistance.

The civil defence document aims to prepare European citizens in case of war or other major emergencies. It includes 30 key actions and also features courses for young people and adults, as well as joint manoeuvres between member states, among other things.

The report states that in the event of a crisis, "the initial period is the most critical", and therefore it's essential for households to have sufficient supplies to cope with the situation in the first few days.

The EU wants to trigger a "change of mentality" in Europe, which "cannot afford to be a mere observer". Preparedness must be "permanent" in households, citizens, businesses, and institutions.
